An Ethical Study of Digital Twin Urban Governance from the Perspective of New Quality Productivity

Along with the endogenous needs and external requirements for the development of new quality productive forces, the digital intelligence transformation of urban governance has become inevitable, and digital twins provide an important technological tool for it. However, the ethical issues in the application of digital twin technology should be warned, and human values, power, status, and other needs have been challenged, especially the blurring of the ethical boundaries between personal privacy and data collection, which makes the movement of “data neighborhood avoidance” more and more intense. With the help of science and technology ethics theory, the article analyzes the ethical dilemmas in the construction and governance of digital twin cities and proposes countermeasures such as establishing ethical governance guidelines for digital twin cities that are human-centered, respect of human nature, open and fair, and safe and controllable, as well as constructing a systematic urban ethical governance system, so as to promote the digital intelligence transformation of modern urban governance.
