Research on the Post-Evaluation of Smart Water Management Transformation Projects in Wastewater Treatment Plants Based on AHP-Fuzzy Comprehensive Evaluation

To conduct a rigorous scientific evaluation of the effectiveness of the smart water management (SWM) transformation project implemented in a wastewater treatment plant and offer constructive feedback on the encountered challenges during the project’s construction and operation, a comprehensive evaluation framework is employed. This framework encompasses three key dimensions: project process evaluation, project benefit evaluation, and project sustainability evaluation. The evaluation process utilizes the Delphi method to establish a comprehensive post-evaluation index system that incorporates the perspectives of managers, users, and relevant experts. Furthermore, a post-evaluation model based on the Analytic Hierarchy Process (AHP) and fuzzy comprehensive evaluation has been developed. This model was applied to assess an SWM transformation project in a wastewater treatment plant located in Wuhan, with the objective of substantiating the scientific and rational aspects of the constructed index system and evaluation model. The primary objective of this study is to provide valuable references and insights for the continuous improvement of this project and the evaluation of similar undertakings.
