Enhancing State Civil Apparatus Competency Through Multi-Talent Widyaiswara Performance: Aligning With SDG 4

Objective: This study investigates the multi-talent performance of Widyaiswara at the Regional Human Resources Development Agency (BPSDMD) of North Sulawesi Province in enhancing the competencies of the State Civil Apparatus (ASN). The research aims to evaluate their performance in managerial, technical, and functional training and identify competency gaps to improve professional development initiatives. Theoretical Framework: The study builds on human resource development (HRD) theories, talent management principles, and competency-based learning models. It examines the strategic role of Widyaiswara in public sector training aligned with governance and workforce adaptability frameworks. Method: A qualitative research design was employed, using in-depth interviews, observations, and document analysis. Key stakeholders, including Widyaiswara, training program alumni, and BPSDMD officials, provided insights into training effectiveness and competency gaps. Data were analyzed using the Miles and Huberman model to identify patterns and relationships. Results and Discussion: Findings indicate that while Widyaiswara excel in managerial training, their technical and functional training capabilities require further strengthening. Limitations in certification and specialization hinder the effectiveness of technical programs. Enhancing multi-talent competencies can improve the quality and relevance of training. Research Implications: This study highlights the need for structured professional development programs, including targeted certifications, workshops, and policy support, to maximize Widyaiswara’s role in competency-based training. Originality/Value: By addressing competency gaps and proposing multi-talent development strategies, this research contributes to HRD practices in the public sector, supporting SDG 4 by fostering quality education and lifelong learning opportunities for government personnel.
