O Regime do Poder Privado
The theme of this paper is the use of Private Military Companies (PMCs) by the United States and Russia. Its main research issue is to investigate if both States make use of PMCs in their foreign policy as a tool to achieve their geopolitical interests without having to take accountability for their actions. The objectives are to describe the phenomenon of the usage of these companies, as well as to analyze the political, legal and economic advantages of their hiring. The hypothesis is that the lack of international responsibility of both States regarding the actions of PMCs is the main attraction for their employment. The methodology adopted is the juridic-descriptive, making use of bibliographical and documental review as the research technique. Finally, the conclusion is that the lack of accountability under international jurisdiction for the countries and the companies regarding the latter´s transgressions of International Humanitarian Law is one of the contributing factors for the use of PMCs.
