Proposals have been substantiated regarding the strengthening of the financial capacity of territorial communities through the improvement of local tax administration, the expansion of the list of digital services in this area, more intensive implementation of a gender approach in the budgeting process, and active involvement of the public in the formation of local budgets, which will contribute to increasing citizens’ trust in government authorities. The prospect of further research in this area is to enhance the efficiency of financial management in local self-government through the use of modern technologies, such as e-governance, to ensure the sustainable development of territorial communities during the post-war recovery of Ukraine’s economy.

The article examines the key determinants of strengthening the financial capacity of territorial communities in Ukraine during the post-war recovery period. The article considers the impact of economic, demographic, regulatory-legal, and other factors on the formation of the community’s financial capacity. The factors of changes in the budget revenues of territorial communities through tax policy instruments and budget transfers are discussed. Possible risks to the financial capacity of territorial communities in the event of excessive dependence on such transfers are outlined.
