Provision of tuberculosis organizations in the Kaluga region with staff of phthisiologists providing outpatient medical care, 2018–2023.

Reducing the incidence of tuberculosis (TB) in the constituent entities of the Russian Federation entails the need to optimize the number of staff of phthisiologists providing outpatient medical care. Objective. The study of indicators characterizing the provision of tuberculosis organizations in the Kaluga region with personnel of phthisiologists providing outpatient medical care in 2018–2023. Materials and methods: Information from the Federal statistical observation form No. 30 and Rosstat data on the population of Russia and the Kaluga Region, for 2018–2023. The Jupiter Notebook interactive computing environment (6.5.2) and the Pandas software library were used for the analysis. Results: In the Kaluga Region in 2018–2023, despite a multiple decrease in the incidence of TB, there was a stagnation in the number of employed positions of phthisiologists providing outpatient medical care, which amounted to 31.5 positions during this period. As a result, the reduction in full-time positions of phthisiologists in 2023 to 37.5, or by 14.29% compared to the initial 2018, led to a sharp increase in staffing levels to 87.33%. The simultaneous stagnation in the number of employed positions and individuals in occupied positions, observed in 2018–2021, was accompanied by a decrease in the values of the part-time ratio, which in 2021 amounted to 1.30. The reduction in the number of individuals of phthisiologists of this specialty in occupied positions in 2022–2023 from 22 to 21 people, against the background of the remaining unchanged number of occupied positions, led to an increase in the values of the part-time ratio to 1.60 and 1.56. Conclusion. Despite a significant improvement in the TB epidemic situation in the Kaluga Region in 2018–2023, the number of phthisiologists providing outpatient medical care remained unchanged, amid a gradual decrease in the number of full-time positions and individuals of phthisiologists in occupied positions. The resulting disparity led to an increase in staffing levels and the part-time ratio.
