It focuses on access and inclusion in education and recommends for special consideration for the education of the deprived and marginalised people. Besides equity and equality in educational it reflects the need for special attention to the education of Socio-Economically Disadvantaged Groups (SEDGs) including SCs, STs, OBCs, Women, Differently Abled, etc. It recommends to more public investment to attain Social and Educational Inclusion – the key to Social and National Development.
