Concept of “Smart Specialization” as a Way to Improve the Efficiency of Innovative Development of Regions

The article is devoted to the study of potential directions of increasing the efficiency of regional innovation development management by integrating the provisions of the concept of “smart specialization”. The article analyzes theoretical approaches to the definition of the content of the concept of “smart specialization”, systematizes the key principles of introducing the concept into the system of regional management, carries out a comparative analysis of Russian and foreign practice of introducing the provisions of the concept of “smart specialization”, identifies the key stages of development and implementation of regional strategies of “smart specialization”. Based on the study of the Russian authors' research, the mechanism of innovative development management was developed taking into account the specifics of Russian regions, mandatory “blocks” and conditions for achieving the required efficiency indicators of the integration of the “smart specialization” concept provisions at the regional level were outlined.
