Libre circulación de personas en la alianza del Pacífico, un derecho sin sustento normativo común
This study reviews whether the objective foreseen in the Framework Agreement of the Pacific Alliance, related to achieving free movement of people, has a normative basis that allows us to understand that it is an effective right, in a proposal that has already been in operation for twelve years. The report gives an account of the regulatory gap in the matter. Based on this lack, it presents the existing bilateral regulations between the States Parties. In this scenario, it is noted that to fill the gap, the Mercosur Residency Agreement, which applies in three States of the Pacific Alliance, can be addressed.
