General methodological ideas of the strategy of anti-drug policy in the health sector from the standpoint of the regularities of the systemic approach.

The strategy of anti-drug policy in the regional healthcare sector is aimed at achieving certain goals through managerial influence on society, on the factors of the internal and external environment of the system. The aim of the study was to formalize ideas about the Strategy of state anti-drug policy as an object of the socio-economic system, from the standpoint of the laws of the systems approach. The sub-goal was to identify the object of study as an open system with active elements, laws, for the subsequent development of a model (prototypes) of the system processes, determining the control effects on their development. The materials and methods for studying the research question, analysis, for the purpose of forming conclusions were the works and results of studies of Russian and foreign scientists. The search for publications to study the subject of the research question was carried out in databases (Medline, Cochrane Controlled Trials Register and others), the Scientific Electronic Library LIBRARY.RU and the information and communication network «Internet» for the period from 1969 to the present. 28 publication sources devoted to the issues of system analysis, patterns of structure, functioning and development of open systems with active elements and principles of goal setting were studied. Results. According to the authors, before correlating the patterns of functioning and development of systems theory, for their application and analysis to the Strategy as a socio-economic system, it is necessary to draw analogies between the concepts of «system», «system analysis», «open system» and «strategy».The researchers suggested that an appeal to patterns: hierarchical dependence of connections (orderliness), interaction of part and whole, feasibility and development of systems, will allow to qualitatively increase the reliability of ideas about the object of study. System analysis as a means of studying the object of the socio-economic system (Strategy) determines the possibilities of promptly establishing complex situations and sets a targeted action taking into account their localization, using the mechanisms of coordination and integration of interests and needs. To understand these processes of organizational management, general methodological concepts and patterns of systems theory were used. Finding tools for translating ideas about an object into abstract categories of systems based on the known properties of the system may reveal new properties and relationships, determine the strategic core of the Strategy of anti-drug policy in the healthcare sector of the region. Conclusions. The researchers came to the conclusion that the Strategy is not only a document, part of the socio-economic system, a holon, but also a system for which the general properties and patterns of open hierarchical systems described by scientists in the field of system analysis are inherent.
