Multi-Resources Supplemental Dispatch to Make Up Frequency and Ramping Capacity Shortfalls of Coal-Fired Power Units
With the development of renewable energy generation and the continuous advancement of deep-peak regulation retrofits in coal-fired power units, the regulation characteristics of these units have undergone significant changes. The primary frequency regulation and ramping capabilities of coal-fired power units experience significant shortfalls during peak load operation (The unit operates at a high load level) and deep-peak regulation (The unit operates at a low load level). On the other hand, renewable energy and industrial loads, with their rapid and flexible response characteristics, can be tapped for their regulation potential to support system regulation capacity. This paper proposes a dispatch strategy that considers industrial loads, wind power, and energy storage to provide primary frequency regulation and ramping services in day-ahead and intraday scenarios. By marking the special operating states of coal-fired power units, the corresponding primary frequency regulation and ramping capacity shortfalls are calculated, and the appropriate resources are dispatched to meet these needs Subsequently, a simulation analysis is conducted on the IEEE 118-bus system to evaluate the impact of the proposed dispatch strategy.
