Regional Carbon Emission Measurement Method Based on Carbon Emission Flow Theory

This paper proposes a regional shared user carbon emission measurement method based on the carbon emission flow theory. Firstly, a lossless equivalent network model is established based on a lossy network, introducing a tunable allocation coefficient for network losses. Proposed a more precise method for allocating active network losses, enabling adjustable sharing of network active losses. Secondly, considering the five-level scheduling system at the national, provincial, regional, and county levels, the low-carbon benefits generated by clean energy units, which are planned and constructed by various levels of power grid companies, should be shared at the corresponding level. The actual flow network is decomposed into a unit-sharing network and a naturally distributed network, thereby constraining the radiation range of shared unit carbon emissions. Case study results show that this method strictly adheres to the principle of conservation of total direct and indirect carbon emissions and can effectively achieve the sharing of low-carbon benefits among regional units, thereby reconstructing the spatial distribution of regional carbon emissions.
