Development and Assessment of Carlos Hilado Memorial State University (CHMSU) Learning and Assessment Management System
The rapid integration of Information and Communication Technology has revolutionized education, with Learning Management Systems (LMS) becoming essential for supporting modern teaching and learning processes. However, traditional LMS platforms often fail to align with OutcomeBased Education (OBE) requirements, particularly in tracking and assessing specific competencies that align educational outcomes with industry standards. This study addresses this gap by developing the Carlos Hilado Memorial State University Learning and Assessment Management System (CLAMS), which maps educational content and assessments directly to OBE competencies. CLAMS was developed using the Iterative Development Model, which involved multiple design, development, and testing cycles. The system includes an integrated virtual classroom and assessment manager, evaluated based on the ISO/IEC 25010:2011 standards for software quality, focusing on key attributes such as functionality, usability, reliability, and security. Using a developmental and descriptive design, usability data were gathered from faculty, students, and IT experts through purposive sampling. Results indicate that CLAMS successfully integrates OBE principles, enhances student performance in competency-based assessments, and receives high usability and acceptability scores. The findings suggest that CLAMS is a robust, scalable, and user-friendly platform for improving educational outcomes, making it a valuable tool for institutions adopting OBE frameworks.
