Shifted moments of quadratic Dirichlet <i>L</i> -functions
Abstract We establish sharp upper bounds for shifted moments of quadratic Dirichlet L -function under the generalized Riemann hypothesis. Our result is then used to prove bounds for moments of quadratic Dirichlet character sums.
