Research on evaluation of scientific expedition port service level based on combination weighting - set pair analysis
A scientific research port is a specialized facility for docking multiple research vessels in the same maritime area, assisting marine scientific investigations, and providing various support services (e.g., laboratory spaces, instrument storage, transportation, personnel management). This paper applies logistics efficiency evaluation methods to assess scientific research service levels, utilizing Natural Service Layer (N), Port Production Environment (P), and Regional Social Environment (S) as the N-P-S primary indicators model. It constructs an evaluation model with 21 secondary indicators for public research ports. Using the Nanshan Public Scientific Research Port in Sanya, China, as a case study, it calculates weighted values of each indicator with the Entropy Weight Method and AHP, and employs SPA to assess the port’s service level. Finally, it compares data from 2019-2023 with projections for 2024 and beyond, offering analyses and recommendations for port development.
