Study of the Vehicle Loading System on the Ro-Ro Route Bajoe - Kolaka Ferry

Abstract Efforts to ensure safe ro-ro ferry shipping can be done by carrying out the correct loading process based on Ministry of Transportation Regulation Number: PM. 115 of 2016 concerning Procedures for Transporting Vehicles on Ships and PM. 30 of 2016 concerning Obligations for Fastening Vehicles on Ferry Transport Ships, that vehicles on board must be tied (lashed) and have a distance between the vehicle and/or the ship’s walls. Vehicle tie-downs are intended to ensure that the vehicle does not move when the ship is sailing due to waves or strong winds so that the ship and its cargo can sail safely to their destination. The author examines the vehicle loading system on the ro-ro ferry Bajoe - Kolaka route. The Bajoe - Kolaka route was chosen as the research location because this crossing is one of the main commercial route connecting South Sulawesi with Southeast Sulawesi. This research uses a comparative descriptive method to describe the vehicle loading system on ro-ro ferries operating on the Bajoe - Kolaka route by comparing the existing conditions with loading procedures based on applicable regulations, and also examining the factors that influence the implementation of loading regulations. vehicle on board. From the results of the analysis it is known that the factors that influence the implementation of the vehicle loading system on ro-ro ferries based on established regulations are activity supervision, obstacles to implementing standard operating procedures, knowledge of ship crew and implementation of activity supervision. The better the supervision of activities, the avoidance of obstacles to the implementation of standard operating procedures the knowledge of ship crews improved, the more effective the implementation of the vehicle loading system will be.
