CHALLENGES AND THREATS TO THE FINANCIAL SECURITY OF THE STATE DURING A FULL-SCALE WAR

The impact on the economy through financial mechanisms, levers, indicators, and incentives enables the financial sector to ensure the country's security in special conditions of threats and challenges. The stability and security of the financial sector is a prerequisite for the financial and national security of the state. The current aggravation of almost all political processes indicates that the forgotten phrase "bipolar world" is returning to geopolitics, and a conditional division of countries and regions is appearing on the political map of the world, and global confrontation is intensifying. In such conditions, the financial sector requires special attention, which contributes to the innovative socio-economic development of the country and is a set of measures: implementing effective monetary policy, reforming the banking system and financial markets, and preventing and neutralizing internal and external threats. A state that is able to build a financial system that maintains the security, stability, and sustainability of its financial interests under the negative influence of external and internal factors is a state with a high level of national security. The processes of forming modern value priorities for financial security management at the state level can be studied from various scientific perspectives, including management, management philosophy, law, economics, public administration, and other fields of knowledge. The purpose of the article is to analyze the theoretical and applied aspects of modern methods and indicators for assessing the financial security of the state, taking into account the transformational changes taking place in the conditions of a full-scale war in Ukraine. Research objectives: 1) analyze financial security as a component of the national security of the state; 2) investigate the management system, mechanism for ensuring and indicators of the state's financial security and the influence of factors on the level of security; 3) assess the indicators of the financial security of a state in the condition of a full-scale war; 4) monitor and forecast financial security based on expert data in conditions of transformational changes. Managers in the field of state and local financial management, scientists, and civil servants will receive tools for further research, making management decisions not only in the area of business, administration and law, but also in other fields of knowledge. The scientific view of the processes of financial security management in conditions of transformational changes, substantiated by the authors, ensures the complexity of approaches to making managerial decisions on managing individual components of financial security (budgetary policy, banking security, debt security), and also provides a push for interdisciplinary research in economics, management, public management and administration, marketing, accounting, and taxation.
