Education Funding in the State of Rondônia: Analysis of the Application of Public Resources to Meet the Constitutional Minimum From 2006 to 2021

Objective: This study investigated the minimum allocation of resources for the Maintenance and Development of Education by the State of Rondônia from 2006 to 2021. Theoretical Framework: The study is based on the constitutional obligation imposed on the States of the Federation to allocate a minimum amount of resources to the Maintenance and Development of Education, in accordance with Article 212 of the Federal Constitution. Method: The research is characterized as applied, exploratory, and uses a quali-quantitative approach. Regarding the procedures, it is classified as bibliographic and documentary. Data collection was carried out through legislation and reports from public agencies. Results and Discussion: The results highlighted that the revenues used to comply with the constitutional mandate are mostly derived from state taxes. Indeed, factors such as high revenue collection, methodological divergences, ongoing bidding processes, and short deadlines for executing outstanding payables negatively impact the fulfillment of the index. Finally, only in 2021 (pandemic) was the 25% allocation for the Maintenance and Development of Education not achieved. Originality/Value: This study contributes to Public Administration by discussing aspects related to education and the allocation of public resources. Its relevance stands out by providing support to public managers and government planning professionals, assisting in the correction of distortions and the improvement of efficiency.
