The Neo-Dual Function of TNI in Security, Rural Development, and Cultural Preservation: An Analysis from the Perspective of Islamic Da'wah and Civil-M

After the 1998 Reformation, the Dual Function of ABRI was officially abolished. However, the role of the Indonesian National Armed Forces (TNI) in civil affairs has continued through the concept of Neo-Dual Function. This study explores how TNI remains influential in national stability, social development, and cultural preservation, linking it to the perspective of Islamic da'wah and civil-military relations in democracy. The findings indicate that TNI's involvement in maintaining national security, particularly in countering radicalism and social conflicts, aligns with the maqashid shariah principle of hifzh al-nafs (protection of life).Military Operations Other Than War (OMSP), such as security patrols and counterterrorism measures, contribute to social stability, which supports the continuity of Islamic da'wah.Additionally, programs like TNI Manunggal Membangun Desa (TMMD) and Babinsa's assistance in food security have significantly improved rural welfare, aligning with the Islamic concepts of maslahah 'ammah (public interest) and khidmah ijtima'iyyah (social service). In the cultural aspect, the study finds that TNI plays a crucial role in preserving local traditions, both by protecting indigenous communities and facilitating Islamic-based cultural practices. For instance, TNI's involvement in supporting Maulid Nabi celebrations and local Islamic rituals demonstrates synergy between the military institution and culturally rooted Islamic da'wah. However, the study also reveals challenges in civil-military relations, particularly the potential dominance of TNI in social, economic, and cultural affairs, which could undermine civil society and democratic governance. This study recommends strengthening civilian oversight of TNI's involvement in nondefense affairs, enhancing synergy between TNI, Islamic scholars, and civil society in community-based development, and evaluating policies related to TNI's role in rural development and cultural preservation.Future research should focus on the effectiveness of oversight mechanisms for TNI's involvement in socio-economic affairs in a democratic context and case studies on TNI's interaction with Islamic organizations in development and counter-radicalization programs.
