Responsibility in Relations Between a State and a Person: The Constitutional Law Aspect
In the relationship between the state and the individual, the mutual responsibility of the named subjects of constitutional legal relations is manifested. The state, its bodies and officials must properly carry out their functions, and citizens need to be responsible towards each other and take care of their Motherland. Responsible relationships between the state and the individual ensure the preservation of national values and help defend the interests of the people. These statements follow from the concept of positive constitutional legal responsibility. The negative aspect of responsibility exists in order to force irresponsible subjects to properly fulfill their constitutional duties: constitutional legal sanctions are established for both the individual and the state. In addition, mutual responsibility should be considered as a principle of the constitutional legal status of the individual, that is, a guiding idea that can protect a person from the irresponsibility of the state.
