On the Nature of the Institutional Structure Elements of the Sirius Federal Territory

The article examines the system of organs of the first federal territory in Russia, Sirius. It is noted that when it was created, the legislator used the new term «public authorities of the federal territory «Sirius», but later in the Charter of the federal territory, and then in the federal law, the «system of bodies of the federal territory «Sirius», of which the public authorities of the federal territory «Sirius» are a part, was enshrined. In addition to them, the system includes the election commission and the control and accounting body, named as state bodies, as well as the Commissioner for Local Government of the federal territory «Sirius» and the Urban Planning Council of the federal territory «Sirius», the nature of which is not defined. The author concludes that the problems of the nature of the authorities acting on behalf of the federal territory of Sirius are predetermined by the uncertainty of the federal territories’ status in the territorial structure of Russia.
