STATE REGULATION OF GAMBLING ORGANIZATION AND HOLDING ACTIVITIES IN THE RUSSIAN FEDERATION: FROM IDEA TO IMPLEMENTATION

The relevance of the topic of the scientific article lies in the study and analysis of the contradictions that have developed in the regulation of activities on organizing gambling in bookmakers in the Russian Federation. The authors proposed a compromise solution to the identified problem in order to comply with the rights of all parties to legal relations in the sphere of organizing and conducting gambling in the Russian Federation. The problem identified in this scientific study is the irrelevant structure of the legal norm of Article 15 of the Federal Law of December 29, 2006 No. 244-FZ “On State Regulation of Activities on Organizing and Conducting Gambling and on Amendments to Certain Legislative Acts of the Russian Federation”. It seems that the above legislative rule contains “atavisms” and “rudiments” that infringe on the rights and interests of gambling organizers, owners of commercial buildings and gambling enthusiasts.
