APPLIED SOLUTIONS FOR INTEGRATED ACCOUNTING AND OPTIMIZATION OF THE IMPACT OF FUEL AND ENERGY COMPLEX FACTORS FOR ITS SUSTAINABLE DEVELOPMENT IN THE REGIONS OF RUSSIA

The article is aimed at developing applied solutions for integrated accounting and optimization of the impact of fuel and energy complex factors for its sustainable development in the regions of Russia (using the Central Federal District and Northwestern Federal District as examples). To identify the severity of the problem of ensuring energy sufficiency in the regional economy of Russia, a statistical review was conducted, which showed that electricity deficit is observed in 70,59% of the Central Federal District regions and in 55,56% of the NWFD regions, which is evidence of the instability of the fuel and energy complex in the regional economy of Russia. An economic and mathematical modeling of the impact of financial and innovative factors on the energy sufficiency deficit of the economy of the regions of Russia was performed. This allowed identifying significant substantial differences in the impact of financial and innovative factors on the sustainable development of the fuel and energy complex in the economy of the regions among the federal districts of Russia. In the Central Federal District, the factors that favor the sustainable development of the fuel and energy complex in the regions were the costs of regional organizations for the payment of labor of employees involved in R & D, and the capital costs of regional organizations for intellectual property. Another set of factors ensuring the sustainable development of the fuel and energy complex in the regions was identified in the Northwestern Federal District — these are the costs of regional organizations for the payment of labor of employees involved in R & D, and the capital costs of regional organizations for equipment necessary for R & D and the implementation of innovations. The prospect of optimizing the influence of financial and innovative factors on the fuel and energy complex to ensure full energy sufficiency of the economy of all regions of the Central and Northwestern Federal Districts of Russia by 2030 has been demonstrated. Applied solutions have been developed for the comprehensive accounting and optimization of the influence of financial and innovative factors of the fuel and energy complex for its sustainable development in the regions, taking into account the specifics of the Central and Northwestern Federal Districts, contributing to the growth of the efficiency of state and corporate management of sustainable development of the fuel and energy complex in the regions of Russia, and also allowing to achieve full energy sufficiency of all regions in the Central and Northwestern Federal Districts of Russia by 2030.
