Analysis of Reference Catalogs for Public Works Budgeting

Objective: Given the need for cost assessment in a public company, along with the requirement for BIM in public works from 2021 onwards, this study presents a comprehensive and detailed analysis of the most commonly used reference catalogs in Rio de Janeiro for public works budgeting. Theoretical Framework: Among the most used catalogs by Public Entities in the State of Rio de Janeiro are SINAPI, EMOP, SCO-RIO, and SICRO, each with its own specificities. Method: The AHP (Analytic Hierarchy Process) method was used to determine the best reference catalog choice, with data collection conducted through a quantitative survey applied to ten public works budget specialists via “Google Forms.” Results and Discussion: The results indicated that SINAPI is the most suitable catalog for public works budgeting. However, the choice may vary depending on the type of work/engineering service, its location, and the responsible authority. Research Implications: The study is based on expert evaluations, highlighting the importance of selecting the appropriate table for each type of work. Additionally, it considers the requirements, regulations, and decrees of each public entity to ensure budget effectiveness. Originality/Value: This research provides a practical contribution to selecting the most suitable catalog for public works. Its uniqueness lies in data collection from industry professionals and the application of a reliable method to support decision-making, adding technical knowledge to the sector.
