Legal regulation of the use of forestry lands on the basis of sustainable development

The article analyzes the legal regulation of the use of forestry lands on the basis of sustainable development, which is based on a model aimed at meeting the needs of the current generation without compromising the ability of future generations to meet their own needs. It is about achieving an optimal balance between the three main components of sustainable development - economic, social and environmental. It is emphasized that the process of using forestry lands is organically linked to the use of forest vegetation, the condition of which affects the condition of forestry lands (and vice versa). It is noted that the preservation of the quantitative and qualitative state of forestry lands is carried out through the implementation of preventive measures, one of the main ones being compensation for losses in forestry production. Separately, legislative amendments are analyzed that relate to the legal regime of using forestry lands on the title of ownership. These are self-forested land plots and land plots subject to conservation through afforestation. The legislative consolidation of changes in the composition of forestry lands as an object of use is aimed at ensuring sustainable development in this area. It is proven that the consolidation by law of the right of citizens and legal entities to acquire land plots for afforestation and to receive forests created through afforestation on the acquired land plots, as well as the right of these entities to attribute to forestry lands land plots that are in their ownership and belong to all categories of land (except for nature reserves and other nature conservation lands), as well as to conduct forestry on them, indicates the expansion of the rights of citizens and legal entities to use forestry lands on the title of ownership. Special attention is paid to the problem of conservation of degraded, low-productive and technogenically polluted lands, which after their afforestation are transferred to the category of forestry lands and expand their area.
