Trends in the development of science, culture, technology and production, especially in the second half of the 20th – early 21st centuries, indicate that humanity has reached a point in its development when further progress will be determined precisely by the intellectual activity of society. It is emphasized that the results of intellectual activity will determine the strategy and tactics of socio-economic development of any country and its regions. It is determined that a high level of intellectual activity in a certain country ensures a high level of economic growth, and the state should take care of the intellectual level of the population, primarily in the localities, in municipal entities, since they are the first link in the state system. It is emphasized that innovation has already become undeniable: the development of production in modern conditions is possible only with the help of proper scientific and technical support. In turn, proper scientific and technical support is possible only if effective, accurate and timely scientific and technical forecasting and implementation of creative achievements are carried out. It is shown that the state, through the adoption of special laws, has created all the conditions for the development of creative activity in territorial communities. Local governments issue their regulatory and legal acts, which are also the result of intellectual creativity. Local governments, territorial communities have significant powers and relevant resources, their influence on local economic and social development is significantly increasing. It is necessary to adopt an appropriate regulatory and legal act stating that the owner of the work - a people’s author should be able to register his rights in all possible cases, not be afraid to spend money on it, since the correct strategy in the field of using the results of intellectual activity in the community will help to insure against possible material claims from third parties and can serve as an additional source of income for both the author and the region.

Abstract

The results of analytical research on the legal regime of intellectual property in municipal entities are presented, which is determined by laws and subordinate normative legal acts that regulate the activities of local self-government bodies.
