Dringendes Erfordernis einer Aktualisierung der Liste der relevanten Arten für die Ausweisung und das Management von Vogelschutzgebieten gemäß Vogelschutzrichtlinie in Baden-Württemberg

The implementation of the Birds Directive (BD) is a continuous task for the federal states in Ger- many. They must take special conservation measures for the species listed in Annex I and those that are relevant under Article 4 (2) of the BD. Each federal state determines which species fall under Article 4 (2) BD. The state of Baden-Württemberg has not revised the relevant species under Article 4 (2) since 2007, despite major changes in the breeding bird community. According to the criteria of the Baden-Württemberg State Institute for the Environment (LUBW), nine additional migratory bird species that breed in Baden-Württemberg should now be classified as relevant under Article 4 (2) BD. Furthermore, it should be (re-)evaluated which bird species that do not breed in Baden-Württemberg but are present during migration may likewise qualify as relevant under Article 4 (2) BD. An update of the list in accordance with the BD is urgently required, especially against the background of the global biodiversity crisis and the effective implementation of Natura 2000. Here, new designations, extensions or adjustments to the content of Special Protection Areas (SPAs) and their conservation objectives may be necessary.
