THE IMPACT OF SOFT BUDGET CONSTRAINTS ON THE EFFECT OF EVA ON OVER-INVESTMENT IN CHINESE STATE-OWNED ENTERPRISES

The phenomenon of ‘owner deficiency’ in Chinese state-owned enterprises (SOEs) has brought about the problem of ‘insider control’; on the one hand, SOEs have insufficient explicit incentives, and on the other hand, the government implements ‘super control’ over enterprises. On the one hand, SOEs have insufficient explicit incentives, and on the other hand, the government exercises ‘super control’ over enterprises and uses political promotion to influence managers' decision-making: all these lead to the low investment efficiency of SOEs, especially the serious problem of over-investment. China's State-owned Assets Supervision and Administration Commission (SASAC) formally implemented the EVA performance reform in 2012 in order to improve the investment efficiency of SOEs, especially to alleviate the problem of over-investment. However, Chinese SOEs are also facing the problem of soft budget constraints, which can also lead to the problem of overinvestment in SOEs. At present, Chinese SOEs are undergoing the fourth stage of deepening reform, therefore, this study investigates whether the effect of implementing EVA to govern overinvestment in SOEs will change under the premise of the existence of soft budget constraints in order to provide more effective measures and suggestions for SOEs' reform.
