SHADOW SECTOR ECONOMY: IMPACT OF THE INFORMAL ECONOMY ON THE STATE TAX BASE

The study is devoted to the analysis of the shadow economy and its impact on the state tax base. The main forms of the informal sector are considered, including tax evasion, unofficial employment and concealment of income, and the financial losses of the budget due to the reduction in tax revenues are estimated. The reasons for business going into the shadows are analyzed, including a high tax burden, administrative barriers and corruption factors. The economic consequences of shadow activity are considered, including the deformation of the competitive environment, a decrease in investment and a deterioration in macroeconomic stability. State strategies for de-shadowing are proposed, such as tax reform, digitalization of fiscal control, legalization of the self-employed and stimulation of non-cash payments.
