Administrative Discretion: Regulatory Legal Сomprehensiveness Within the Framework of a Discussion on Administrative Procedures

The article considers administrative discretion as a legal means that complements and guarantees the legality of law enforcement activities carried out on the basis of general principles of law. Discretion can become the most important and indispensable legal institution for increasing the efficiency of public administration in the case of proper legal regulation of administrative procedures. The issues discussed in the article actualize the idea of adopting the federal law “On Administrative Procedures” in the country, where, among the most important management categories, it is advisable to establish the concept and legal regime of enforcement discretion.
