Private ownership of agricultural land is an economic asset (land capitalization) and rental system of agricultural land use
The Nominal Highest Decree given to the Governing Senate by Emperor Nicholas II on November 9, 1906 regarding peasant land ownership and land use established that every householder who owns allotment of communal land can demand his personal land plot to personal ownership. In 1906-1911, when the government was headed by P.A. Stolypin (1862-1911), a number of laws were issued to impose individual ownership on peasant communal lands. Regarding the reform, P. A. Stolypin in a speech at a meeting of the State Duma on December 5, 1908, said: “The peasant must be given freedom to work, get rich, dispose of his property, he must be given power over the land, he must be freed from the fetters of the obsolete communal system. The law, however, does not break up communities in those places where conditions make the community the best way to use the land.” P.A. Stolypin relied on strong peasants who knew their business, capable of creating highly profi table sustainable economy with their personal labor, while, at the same time, he believed that the destruction of “viable communities” was unnecessary and impossible. The land reform of 1991-1995 set the task of ensuring access to land for all, especially the rural population, on the right of private ownership with the free allocation of each member of collective and state farms with a land share within the limits of the average land share established in the administrative region (privatization of agricultural land), the development of all management forms, paying special attention to the formation of peasant farms, thereby practically repeating the tasks of the Stolypin reform in the current conditions as of the early 90s of the last century, and the results obtained without consistent and scrupulous work on its implementation and land management support. The article examines private ownership of agricultural land as an economic asset.
