The lack of documented goals and objectives of land policy and effective mechanisms for its implementation in the short, medium and long term, the incompleteness of land transformations begun in the 90s of the last century, the preservation of a huge number of land shares in the right of common ownership of agricultural land plots, the rights to which arose during the privatization of not allocated agricultural land plots, the loss of land management support for land transformations in 2000s led to the retaining excess of agricultural lands in state ownership, uncertainty and insecurity of rights to land in the form of shared quasiownership on land and information about land plots that not included in the Unified State Register of Real Estate with a lack of characteristics that make it possible to define them as an individually defined parcels with an established location of boundaries and many other problems of agricultural land use take place in this paper.
