KNOWLEDGE ECONOMY IN A MULTIPOLAR WORLD: NEW CHALLENGES AND INCENTIVES FOR RUSSIAN SCIENCE
The article examines modern trends in the development of the knowledge economy, determined primarily by: increasing importance of breakthrough scientific developments; increasing volumes of investment required to create and promote innovations, including investments in fundamental research; reformatting of globalization processes due to increased geoeconomic fragmentation. The purpose of the study is to examine the relationship between the characteristics of the current stage of development of the knowledge economy, the transformation of the global world order, changes in industrial policy priorities, the conditions for the development of innovation processes in the Russian Federation, and, first of all, the demand for fundamental scientific research. The theoretical and practical significance of the study lies in substantiating the conclusion that, in the strategic perspective, ensuring the technological sovereignty of the Russian Federation requires a transition to an industrial policy of priority development of knowledge-intensive industries and industries, focused on the use of the results obtained by Russian researchers. The implementation of such a policy involves abandoning widely used, including for substantiating management decisions, but outdated interpretations of the concept of catch-up development, an increase in funding for fundamental scientific research, primarily through budgetary sources, as well as the corresponding adjustments of federal programs and national projects
