TOOLS FOR MAXIMIZING LEGAL EMPLOYMENT OF FOREIGN LABOR IN RUSSIA

The purpose of the study is to develop tools for maximizing the legal employment of foreign labor in Russia by optimizing a combination of entry regimes and “barriers” to immigrants’ access to the labor market. To determine the dependence of the level of legalization of labor migration on the regulatory measures applied to it, a method was used to compare the dynamics of the number of temporarily staying foreign citizens and the official number of labor migrants with the adopted changes in the Russian migration legislation. As a result, positive achievements of the migration legislation of the Russian Federation that contribute to maximizing the legal employment of foreign labor, and its shortcomings were identified. It was concluded that the more complex the entry regime to the Russian Federation and the more barriers to the access of foreign labor to the labor market, the lower the level of legalization of migrants' employment. Tools for simplifying the employment of migrants (registration for migration purposes of a notification nature; development of organizational recruitment in countries of departure of foreign labor by opening pre-immigration training centers; reduction of barriers to employment of foreign workers in Russia) have been proposed. Amendments to the migration legislation of the Russian Federation have been developed, aimed at eliminating barriers to the employment of foreign citizens from countries with visa-free and visa-entry regimes to Russia.
