Política de Dados Abertos nas Universidades Federais Brasileiras

Brazil's open data policy is currently implemented through the Open Data Plan (PDA), an essential document to guide the planning and publication of open data in federal government agencies. Understanding how the open data policy is being implemented at federal universities and what is being published were the questions that guided this study, which aims to identify and map the data published by Brazilian federal universities, as well as to monitor the implementation of the open data policy until the first semester of 2024. The research was characterized as exploratory, descriptive and applied, using the Open Data Monitoring Panel for data collection and analysis, and carried out between June and August 2024. It was observed that only 42.5% of the universities analyzed have a PDA in force and published on the Panel, in seven categories of analysis. Despite the amount of data published, there are still improvements to be made, such as defining a minimum data set, by nature of activity, to enable comparison. It is estimated that relevant data is still poorly disseminated, making it impossible to reuse it in policies at the universities.
