Effectiveness of Organizational Communication of the Department of Agriculture Cordillera Administrative Region
This study examines the effectiveness of organizational communication and service quality within the Department of Agriculture-Cordillera Administrative Region (DA-CAR), employing a sequential explanatory mixed-methods approach. Grounded in Systems Theory, Social Exchange Theory, Organizational Culture Theory, and Communication Accommodation Theory, the research provides a comprehensive analysis of communication dynamics and service delivery in a government agricultural agency operating within a geographically challenging region. The quantitative phase revealed high levels of effectiveness in organizational communication (2.93) and service quality conformity (3.07), with message content and empathy rated highest among their respective dimensions. Qualitative inquiry subsequently identified specific challenges including mountainous terrain limiting accessibility, fluctuating internet connectivity in rural areas, delays from centralized decision-making processes, inadequate technological resources, and DA-CAR being perceived as "least priority" during calamities. Findings demonstrate that effective communication climate and service quality significantly influence operational efficiency and stakeholder satisfaction despite implementation barriers. Recommendations include enhancing communication equity, optimizing workload distribution, and developing resource enhancement strategies. The proposed action plan focuses on employee feedback systems, transparency frameworks, policy communication enhancement, and crisis management preparedness, providing a structured approach to organizational improvement that addresses the identified geographic, technological, and procedural challenges.
