Methodological Approaches to Determining the Novelty of R&D Results.

The article is devoted to determining the novelty of the obtained results of scientific research in the course of scientific research work using the methodological approaches proposed by the author with the use of indicators and their characterisation based on assigning appropriate weighting coefficients to each indicator. The terms and their new definitions characterising the novelty of the obtained results of scientific research are proposed, while their essence and content are disclosed. The object of the study is the result of research work (regardless of the subject area and research focus), the subject is the novelty of the obtained results of scientific research. The methodology of the study is based on the method of analysing existing approaches to determining the novelty of the results of scientific research, as well as the author's practical experience in reviewing the results of research work. In the course of the conducted research it was found that the issues of determining the novelty of the obtained results of research works are given much less importance than the novelty of dissertation or qualification works. At the same time, in the course of reviewing the results of completed R&D works, the reviewer lacks methodological approaches to fully determine their novelty. According to the results of the conducted research, the criteria and conditions are defined, under which it is considered appropriate to recognise the novelty of the obtained results of the conducted research. Practical recommendations on the use of the obtained research results as a basis for the methodology of determining the novelty of the obtained results of research work are given.
