A CONCEPTUAL MODEL OF STRATEGIC MANAGEMENT FOR SMALL BUSINESSES AIMED AT SUSTAINABLE DEVELOPMENT GOALS IN THE CONTEXT OF DIGITALIZATION AND SMARTIZATION

Topicality. The relevance of this research is determined by the need to ensure the resilience of small businesses, which form the backbone of Ukraine's economy, especially in the face of crises caused by war, economic instability, and global challenges. Small businesses play a crucial role in regional recovery, maintaining employment, and integrating sustainable development goals. However, existing management approaches often fail to account for the dynamics of modern challenges, such as digitalization, smartization, and increased uncertainty. Therefore, the development of an adaptive model combining innovative tools and long-term strategy is critically necessary for establishing a resilient and competitive small business sector that contributes to social and economic recovery. Aim and tasks. The objective of this study is to develop a conceptual model of strategic management for small businesses, which integrates approaches to crisis adaptation with long-term planning to achieve sustainable development goals. The main tasks include analyzing modern challenges, identifying key drivers of model implementation, and creating tools for monitoring and evaluating effectiveness. Materials and Methods. The research is based on the use of a systematic approach to integrate various aspects of management, such as resource management, business adaptation to crisis conditions, and the implementation of innovations. The methodology includes the analysis of scientific literature, business process modeling, and assessing the impact of digitalization and smartization on enterprise resilience. Research results. A conceptual model has been developed that encompasses key aspects of small business management in crisis conditions. It integrates resource management, including human capital, finances, and material and technical assets, with the use of modern digitalization and smartization technologies. A distinctive feature of the model is the implementation of a monitoring and evaluation system using key performance indicators (KPIs), which enables continuous tracking of progress toward sustainable development goals. Through flexibility, transparency, and inclusiveness, the model fosters trust among society, partners, and investors. Additionally, it enables small businesses to improve competitiveness through innovation, resource optimization, and integration into market systems. The model is versatile, applicable across various industries, and considers the specific challenges of crises such as the war in Ukraine. Conclusion. The proposed model serves as a universal tool for adapting small businesses to crisis conditions and achieving sustainable development goals. It enhances competitiveness, ensures business resilience to external challenges, and establishes a foundation for long-term development focused on economic, social, and environmental sustainability. It also incorporates contemporary elements such as temporality, security, and a humanitarian approach.
