Planned-market mechanism for the development of domestic aircraft construction
Introduction. Traditional market mechanisms are not able to meet all the needs of the development of the modern complex of the aircraft industry. In a number of aspects, this requires the implementation of planning and state mechanisms. The purpose of the article is to identify key areas where the planning mechanism should be involved and the prospects for its implementation in Ukraine. To solve the problem, general and special scientific methods of deduction, induction, analysis, synthesis and abstraction were used, as well as statistical methods for analyzing the volume of financing in the implementation of strategic programs. Results. There is a list of needs of aircraft manufacturing enterprises in non-market planning and stimulation to ensure the development of the aviation industry. Such needs include: supply of qualified labor resources, updated modern knowledge base for innovations, adaptation of regulation, access to financial capital for new projects and minimum required volume of solvent demand. Meeting these needs fully corresponds to the three formalized "windows of opportunity" for enterprises that can provide them with a breakthrough in the market. Financial mechanisms to stimulate the development of the aircraft industry in the country should be focused on ensuring the inflow of investments in a whole range of areas: design, production, personnel training, R&D and purchase of technologies, as well as supporting solvent demand in domestic and foreign markets. Conclusion. Based on the identified and long-standing problems that exist in the field of Ukrainian aircraft construction, the planned elements of the development mechanism are necessary and they should be aimed at solving the following tasks: expanding markets for the sale of Ukrainian aircraft manufacturers' products, expanding the financial support, expanding the supply of qualified labor resources, developing R&D base to ensure access of Ukrainian manufacturers to modern technologies and innovations.
