Economic-Risk Quantification and Integrated Decision Making for Distributed Photovoltaic Projects
This paper discusses the risk quantification and integrated decision-making of distributed photovoltaic project economy, which is divided into other-principle integrated evaluation method and autonomous integrated evaluation method, and assesses the risk through quantification. By quantifying the risk to assess the feasibility of the project, find the risk, better analyze the existing risk, so as to reduce the risk as much as possible. Among the evaluation methods, the other-principle method follows the traditional model, which is dominated by the evaluator, with low participation of the evaluated object, relying on expert judgment, applicable to complex decision-making but neglecting the interests of the evaluated object. Autonomous methods emphasize the subjectivity and participation of the evaluated subjects, and are divided into objective and subjective categories, aiming to improve the fairness and rationality of evaluation. The evaluation index system of PV economic-risk quantitative selection is further constructed, following the principles of combining qualitative and quantitative, theoretical and practical, data availability and systematic, covering economic, environmental, market and risk dimensions, aiming at comprehensively reflecting the comprehensive value of economic-risk quantification, and providing effective decision-making support for investment developers.
