Determining the planning reserve margin considering the capacity credit of renewable energy

As the penetration of renewable energy sources (RESs) increases, the uncertainty is bringing great challenges to power system planning. Determining the planning reserve margin (PRM) is essential for effectively configuring various generators. In a high renewable penetration system, determining the PRM becomes more complex due to the limited and volatile contribution of RESs to system adequacy. This paper proposes a framework for determining the PRM while considering the RESs’ capacity credit (CC) which indicates their contribution to system adequacy. Firstly, two different criteria to evaluate CC are proposed, namely predefined empirical CC and equivalent load carrying capability (ELCC). Secondly, relationships between expected energy not served (EENS) and PRM are illustrated for different generation structures and CCs. Finally, a method for determining the system’s PRM based on these evaluation criteria is proposed. The effectiveness of the proposed method is validated through a case study on the IEEE RTS-79 system.
