PUBLIC SECTOR ENTITIES: ACCOUNTING AND APPLICATION OF ARTIFICIAL INTELLIGENCE OPPORTUNITIES

Purpose. The aim of the article is to identifying the opportunities and prospects for the application of neural networks in the budget sector, as well as studying the problems and advantages of their implementation. Methodology of research. The research methodology covers the analysis of modern approaches to accounting in the public sector with an emphasis on identifying the capabilities of artificial intelligence for automating processes. Comparative analysis methods were used to compare the effectiveness of traditional and digital solutions, as well as the synthesis method to determine the key areas of application of artificial intelligence. The logical generalization method was used to determine the results and form conclusions and recommendations of the study. Findings. The relevance of using modern technologies to improve the efficiency of public finance management was analysed, in particular, the automation of accounting processes, control and forecasting of budget indicators. The main functions of artificial intelligence in economic processes were determined and its potential for automating budget operations was presented. The disadvantages of implementing artificial intelligence in financial management, related to the mandatory provision of quality data and high requirements for cybersecurity, were summarized. An assessment of the potential of artificial intelligence for revenue forecasting, expenditure planning, and financial fraud detection was carried out. Originality. The substantiation for the feasibility of implementing AI in financial processes has been further developed. An approach to integrating artificial intelligence into public sector financial processes is proposed. Such approach takes into account the limitations of the Ukrainian budget system and the prospects for using modern technologies, including machine learning and automated systems. Practical value. It has been proven that the introduction of artificial intelligence is a necessary step towards increasing the efficiency and transparency of public finance management in Ukraine. The results of the study can be used by public institutions to increase the efficiency of budget management, improve transparency and introduce innovations into financial control processes.
