Development of Territorial Planning and the Use of Georeferencing Systems to Achieve SDGs in Developing Territories (Calpi Parish Gad Case)

Objective: to prepare a Territorial Development and Planning Plan (TDPP) of the Decentralized Autonomous Government (GAD) of the Santiago de Calpi Parish using technology and georeferencing techniques. Methodology: The development of territorial planning based on georeferencing allowed the development of more precise, efficient, and sustainable strategies in their formulation phase. The combination of Geographic Information Systems tools with participatory processes strengthened the capacity of the local government to manage the territory in an informed manner and gather relevant information from all its stakeholders. The following phases were developed: Collection and Analysis of Geospatial Information, Territorial Diagnosis, Citizen Participation and Community Validation, Spatial Modeling, and the elaboration of Planning Proposals, determined by the National Planning Secretariat (SENPLADES) for the Development and Territorial Planning Plans (TDPP). Results: The application of georeferencing techniques allowed the development of different maps used in PDOT of the GAD of the Santiago de Calpi Parish in accordance with the SENPLADES requirements. In addition, representatives of the communities and neighborhoods participated, delimiting each of the geographic spaces, political division of the parish, populated area, road map, paramo sector, natural forest, planted forest, and land use. Conclusions: This work confirmed that the use of technological tools and georeferencing techniques contributes to adequate planning for the Parish GAD. This document becomes a highly valuable element for decision-making aimed at generating well-being for the inhabitants of the parish and enabling their development in accordance with the Sustainable Development Goals.
