Effect of Safety Management Activities on Workers’ Unstable Behavior in Outer Wall Maintenance Work : Focusing on the training of safety working guidelines for the boatswain’s scaffolding work

This study aims to analyze the impact of safety management activities by key stakeholders (property managers, specialized construction supervisors, and boatswain’s chair workers) on unsafe behaviors during boatswain’s chair work in exterior maintenance projects of multi-family housing. Additionally, it examines the mediating effect of the 2022 revised KOSHA Guide (C-33-2022) for boatswain’s chair safety work guidelines. Boatswain’s chair work is a high-risk activity, making systematic safety management and education essential. This study focuses on developing effective safety management measures and evaluating the effectiveness of boatswain’s chair safety guideline training. A survey was conducted among property managers, specialized construction supervisors, and boatswain’s chair workers in multi-family housing nationwide. The collected data were analyzed using JAMOVI statistical software, performing frequency analysis, reliability/validity analysis, descriptive statistics, correlation analysis, and mediation effect analysis. Special emphasis was placed on testing the mediating effect of boatswain’s chair safety guideline training. The results showed that safety management activities significantly reduced unsafe behaviors, with the highest impact observed in property managers, followed by specialized construction supervisors and boatswain’s chair workers. Additionally, the boatswain’s chair safety guideline training had a partial mediating effect on supervisors and workers but showed no significant effect on property managers. A separate safety management system and mandatory training for exterior maintenance work in multi-family housing are necessary. Specifically, enhancing property managers' safety management capabilities through training programs and strengthening legal guidelines is crucial. Furthermore, introducing a safety approval system for maintenance projects managed by property managers and increasing government and local authority support is required. This study provides an opportunity to reaffirm the importance of safety management and implement effective measures to prevent unsafe behaviors.
