PREREQUISITES FOR USING SMART CERTIFICATION OF EQUIPMENT IN PIPELINE TRANSPORTATION OF OIL

In this article, the authors analyzed the experience and described the prerequisites for the use of standards in SMART format at domestic technologically advanced enterprises and in foreign companies, including for the purpose of voluntary confirmation of the compliance of equipment used in the oil and gas complex during the transportation of hydrocarbons, indicating the results of studies conducted by employees of the voluntary certification system LLC NII Transneft. The prerequisites for the creation of SMART standards in the Russian Federation are presented on the example of the organization of the Project Technical Committee PTK 711, the Federal Standards Information Fund and the Federal Accreditation Service. The prerequisites for the creation of SMART standards in foreign countries are presented, for example, in fact, from the zero cycle, several digital ISO standards are being developed, as well as the introduction of information services such as the register of product characteristics (ECLASS) and the register of IEC metadata (IEC CDD). Specialists from the European Union, China, Japan, Australia, India and other regions are currently creating software products that provide SMART transformation of a wide variety — industrial sectors (automotive, heavy engineering, aviation, medical equipment, etc.).The reader will be presented with an analysis of the features of voluntary certification of products in SMART format. Currently, the SDS is working with documents in DOCX and PDF formats (human-readable formats). The transition to working with documents in a machine-readable and machine-readable SMART format will reduce the time for analyzing technical documentation (hereinafter — TD). The transition to working with documents in SMART format is a lengthy process that requires the creation of regulatory documents and TD for products in SMART format, as well as the development of appropriate software. In addition, the authors set out the requirements for the formation and processing of SMART standards, presented reasoned arguments about the advisability of introducing SMART documents into the operation of voluntary product certification systems, and justified the relevance of further research on the integration of digital SMART technologies into standardization and certification processes.
