New government office and Jusa(主事) in Joseon during the opening of a port(1880-1894)
This paper attempted to examine the changes in bureaucratic system during the opening of a port and the meaning of selection of Jusa(主事), and to gauge the direction of reform the Joseon government took in the internal and external crises. In addition, this paper attempted to identify the factors within the bureaucracy that allowed emerging bureaucratic groups to grow. Starting with the establishment of Tongligimuamun(統理機務衙門), the Joseon government established new government offices such as Tongli-Kyosub-Tongsang-Samu-Amun(統理交涉通商事務衙門) and Naemubu(內務府) to respond to diplomatic issues and promote a policy of enlightenment. Joseon responded by establishing a temporary government office, Kwonseol-Amun(權設衙門), if there was anything difficult for the existing permanent organization to handle. The new government office came out in that context during this period. The Joseon government sought to accommodate new talent by drastically expanding the scope of appointment of the new government office, the lower-level working-level post of the new government office. This was the fastest and most reasonable way to accommodate new officials in the past and in the situation where existing control was maintained. However, the limitations were also clear at the same time, because temporary government positions within the existing control were used, not the creation of a new system. As the active enlightenment policy declined, the Jusa(主事) lost the role of a pipeline for new officials and became a government post for appointing and appointing existing officials.
