The Role of Public Trust in the Effectiveness of Poverty Alleviation Programs in Achieving SDG: a Case Study in Garut Regency, Indonesia

Objective: This study aims to explore how public trust affects the performance of poverty alleviation programs and contributes to achieving the Sustainable Development Goals (SDGs), particularly SDG 1 (No Poverty) and SDG 16 (Peace, Justice, and Strong Institutions). It also examines how transparency, participation, and accountability influence trust and, in turn, impact the success of poverty alleviation programs in Garut Regency, Indonesia.. Theoretical Framework: The research applies the concepts of Governance Quality, Institutional Constraints, and Public Trust within the governance and social policy framework. The soft system method (SSM) examines institutional dynamics and PLS-SEM to test causal relationships. Method: This research employed a mixed-method approach where SSM provided qualitative insights and PLS-SEM was used for analysis. The data were gathered from structured surveys and institutional assessments to assess governance and trust dynamics. Results and Discussion: Results show that Governance Quality has a positive effect on the effectiveness of programs, and Institutional Constraints negatively affect both Governance Quality and program effectiveness. Public Trust is found to be vital but is challenged by Institutional Constraints, which in turn restrict its role in governance and policy results. Research Implications: The study therefore recommends the development of digital transparency systems, bureaucratic reforms, and participatory governance for enhancing social policy effectiveness. The recommendations include simplifying the administrative processes and enhancing the public's engagement. Originality/Value: This research makes a contribution to the governance studies by developing a conceptual model of trust, governance, and institutional barriers. Through the integration of SSM and PLS-SEM, it provides a comprehensive framework for enhancing policy implementation in developing regions.
