Legal Protection for Doctors in Telemedicine Services: Government Responsibility in Supporting SDGs 3 and 9 in Indonesia

Objectives: This study aims to analyze the government’s responsibility in providing legal protection for doctors involved in telemedicine services in Indonesia. As telemedicine grows in importance for improving healthcare accessibility, legal certainty for medical practitioners remains a critical issue that must be addressed. Method: This research employs a normative legal approach (doctrinal legal research) by analyzing statutory provisions, legal doctrines, and relevant case studies concerning telemedicine and healthcare regulations in Indonesia. Secondary legal materials, including scholarly articles and government policies, are also examined to support the analysis. Results and Discussion: The findings indicate that the Indonesian government plays a vital role in ensuring legal protection for doctors providing telemedicine services. The absence of comprehensive regulations leads to legal uncertainty, exposing medical practitioners to potential risks in malpractice claims and ethical dilemmas. Government responsibility should include establishing clear telemedicine regulations, conducting training programs for healthcare providers, and implementing a legal framework that safeguards doctors from liability risks while maintaining patient safety and service quality. Originality/Value: This research provides an in-depth legal analysis of telemedicine services in Indonesia, emphasizing the government’s responsibility in ensuring legal certainty for doctors. It contributes to academic discourse on healthcare law, particularly in the digital era, and offers policy recommendations to enhance telemedicine regulations.
