Methodological Appendix
Abstract This chapter highlights concepts for an integrative policy analysis in which scholars study policies holistically and historically from their inception and political tug-of-war to their implementation and adaptation. This analysis privileges historical, multi-level, and networked perspectives in understanding policies to show not just the effect or implementation of a policy but how policies move through their course. This integrative method complements and enriches traditional quantitative studies of policy effects, qualitative studies of policy implementation, and critical studies of policy formation. The methodological appendix first provides documentation of the social scientific procedures used and choices made to do this research. A second, and more important, reason for writing this appendix is to suggest ideas for doing integrative policy analysis.
