Exploring the Role Recognition of Local Governments for Resident Growth-Based Village Development : Focusing on Okimachi (Okimachi) Village in Fukuoka Prefecture, Japan
The purpose of this study is to examine the role of local governments in supporting sustainable and growth-based village development in small areas. To this end, we analyzed the case of Okimachi in Fukuoka Prefecture, Japan, a rural village recognized as an exemplary model for village development with sustainability as its core value. The findings from in-depth interviews with those responsible for Okimachi's village development revealed the following roles of local governments: First, as a strategist, the local government identifies regional development opportunities that align with the local context and establishes value criteria. Second, as a facilitator, it supports the active and inclusive participation of residents. Third, as an enlightener, it promotes collaboration between the administration and residents by raising awareness among the local population. Fourth, as a leader, it provides learning opportunities for residents and helps them accumulate successful experiences. Ultimately, to realize village development based on resident growth, local governments must move beyond merely recognizing the need for resident participation. They should guide and empower residents by expanding opportunities for voluntary participation, with residents being the main actors. This approach is based on the understanding that village development is fundamentally something that residents create.
